宋永会个人简介

Personal Profile

博士, 中国环境科学研究院二级研究员、博士生导师、首席科学家. 长期致力于流域水环境治理技术的创新研发与系统集成, 主持国家水体污染控制与治理科技重大专项、国家高技术研究发展计划(863计划)、国家重点研发计划及欧盟环境可持续计划等重大科研项目10余项. 在辽河流域水污染治理技术体系构建中发挥关键作用, 牵头集成水专项标志性产业化成果, 成功应用于百余项环境治理与生态修复工程; 技术主持设计长江、黄河生态环境保护联合研究方案, 系统性研发并集成长江流域磷污染水质目标管理技术体系及黄河流域减污降碳协同增容技术体系, 相关成果在近百座沿江沿黄城市的环境治理中推广应用; 主持国家863计划重大项目课题, 牵头编制《企业突发环境事件风险分级方法》, 并作为专家组长和技术核心深度参与2019年响水"3·21"特大爆炸、2020年鹿鸣矿业"3·28"尾矿库泄漏等10余起重大环境事件的应急响应与处置工作.

累计发表学术论文500余篇, 获授权发明专利52项, 出版专著30余部. 研究成果两度入选"中国生态环境十大科技进展"(2022年、2024年), 获环境保护科学技术奖、发明创业成果奖等省部级以上科技奖励10余项. 兼任中国环境保护产业协会水污染治理专业委员会主任、Environmental Science & Ecotechnology执行主编、《环境工程技术学报》常务副主编. 入选国家高层次人才特殊支持计划("万人计划")科技创新领军人才、环境保护专业技术领军人才、创新人才推进计划中青年科技创新领军人才, 为欧洲科学与艺术院、非洲科学院及地球系统保护国际专家组成员.

项目情况

在研项目:国家重点研发计划长江黄河专项“流域面源污染防控技术与应用示范”简况。

针对长江和黄河流域面源污染问题,提出并研究面 源污染治理“测-溯-算-治-管”全链条防控关键技术体系,分 别选择重庆市永川区、江苏省常州市和内蒙古巴彦淖尔市作为典型代 表研究区域。开展现场调研、样品采集和资料收集分析等,系统分析长江流域丘陵山区、平原河网区和黄河大型灌区的流域面源污染特征及防控管理需求。开发应用多场景自适应水质水量在线同步监测技术、丘陵山区水沙过程模拟及面源污染负荷核算技术、平原河网区往复流过程模拟与面源污染负荷核算技术、流域面源污染防治考核评估技术等全链条技术体系内的 关键技术。在研究区重点开展农田径流排水路径优化与蓄滞回用零直排、种养协同养殖污染微生物高效转化利用、城镇复合面源污染全过程梯级削减等技术试验研究,验 证不同治理技术的面源污染物去除效果,针对三处研究区的面源污染制定了系统的治理方案,支撑治理技术在示范区的推广应用。
